Stephanie Hellquist, PE, PMP, MBA, is an accomplished engineering executive and infrastructure leader with more than 15 years of experience across engineering, construction, utilities, broadband, transportation, and digital infrastructure. Her career has been defined by an ability to combine technical expertise with operational discipline, guiding engineering organizations through growth while improving project delivery, financial performance, and organizational scalability.
Stephanie earned a Bachelor of Science in Mechanical Engineering from the University of Minnesota and a Master of Business Administration from the University of Phoenix. She is also a certified Project Management Professional and licensed Professional Engineer in Minnesota, Wisconsin, Arkansas, Florida, Idaho, Kentucky, Nevada, New Jersey, Tennessee, Texas, Washington, and Wyoming. This combination of engineering, project management, and business credentials has shaped her ability to approach complex infrastructure challenges from both a technical and organizational perspective.
Throughout her career, Stephanie has directed multi-million-dollar engineering and construction programs and led organizations of more than 200 engineering and construction professionals, including 60+ offshore engineers. She has overseen more than $35 million in annual engineering operations while partnering with executive leadership on strategic planning, workforce development, client expansion, financial performance, and operational growth.
As her responsibilities expanded, Stephanie directed engineering organizations spanning 14 offices nationwide, after previously leading regional operations across seven offices and overseeing engineering delivery throughout 11 states. She built national leadership teams, standardized engineering processes, improved resource utilization, strengthened accountability, and developed operational systems that allowed engineering organizations to grow without compromising quality, safety, or customer satisfaction.
Stephanie’s leadership has also produced measurable business results.
Through resource optimization, operational efficiencies, and disciplined cost management, engineering operations under her leadership achieved a 15% increase in profitability within a single year. She also helped grow annual revenue from $14 million to $18 million in six months while increasing EBITDA from 22% to 34%, demonstrating her ability to align engineering excellence with sustainable business performance.
Her technical background encompasses civil engineering, utility coordination, permitting, transportation infrastructure, broadband deployment, data center infrastructure, project controls, regulatory compliance, utility conflict analysis, engineering design, and large-scale infrastructure planning. She has supported hyperscale data center developments, broadband expansion initiatives, transportation corridors, and complex utility infrastructure programs where technical precision, constructability, and regulatory compliance are critical to success.
Known for solving complex engineering challenges, Stephanie has led utility conflict resolution, permitting strategies, stakeholder coordination, construction planning, and engineering oversight on some of the industry’s most demanding infrastructure programs. Her ability to integrate engineering design with project management, financial oversight, constructability, and operational strategy has allowed her to deliver solutions that reduce risk, improve efficiency, and create lasting value for clients.

Today, as President of the Engineering Division at Rybex Infrastructure Group, Stephanie leads the company’s engineering strategy, technical operations, quality standards, and project execution. She works closely with Rybex’s executive leadership to develop scalable engineering solutions supporting telecommunications, fiber infrastructure, hyperscale data centers, utility systems, transportation, and next-generation digital infrastructure projects across the United States.
